Jean Campbell introduced Jane Stallman from the Institute of Cultural Affairs. Jane presented a participatory workshop to help answer the question: “What concrete solutions can we identify for individual site specific problems and those problems that are commonly held?”  The 3-Steps were: 1)Site issues were identified, 2) problems were clustered, 3) practical, concrete suggestions were given. ) See Appendix A, F2F Participatory Workshop, for a complete step-by-step description.)

Sally Rogers noted that there were two separate things going on in the clusters.  One was the dissatisfaction by the CC and the Federal team about how the group is responding to what they want the sites to do.  The other larger issue is how this is affecting the consumers, the COSP, and the way the COSPs are working. 

Betsy reinforced that the SC does not understand that these things are affecting the COSP in a negative way.  Jane Stallman summarized what Betsy McDonel Herr was saying, that sites have the right to express themselves in blunt terms that they may have to withdraw from the study, but they resent having the Federal team tell them something that is equally blunt, and have it taken as a threat.  Jane related that what she heard was a discrepancy in the venting.
