The West Virginia Mental Health Consumers Association in consultation with Jean
Campbell, Ph.D., has created an ecological approach to measuring consumer satisfaction
with mental health services by minimizing administrative outcomes and focusing on
person-centered outcomes. A consumer-developed and administered survey was utilized, but
it was found to be skewed towards a favorable result, and, therefore, challenged the
validity of the instrument. A state mental health reform grant allowed enhancements to the
existing survey through concept-mapping (http://www.conceptsystem.com).
Input from consumers statewide identified 77 issue statements that were sorted into
domains and ranked by importance. New domains were added, in addition to the development
of a brief needs assessment. Results from a pilot test of the instrument involving over
1,000 consumers throughout West Virginia are currently being analyzed. For more
