The Community-Based 
Peer Support Outcomes Protocol Project (POPP)

Community-based peer support service outcomes can now be rigorously measured using a validated, consumer-developed protocol. The Community-Based Peer Support Outcomes Protocol Project, a five-year National Institute for Disability Rehabilitation Research project funded under a subcontract from the National Research and Training Center on Psychiatric Disability, University of Illinois-Chicago (1996-2001), developed, validated, and field-tested a modularized outcomes protocol that measures peer services for persons with mental illness receiving community-based supports.

POP was developed through a comprehensive review of consumer outcomes instrument and compilation of indicators, and the facilitation of several consumer focus groups using concept-mapping to rank and cluster domains and indicators (The Concept System web site @ http://www.conceptsystems.com).

Field-testing of the instrument involved extensive participation of service recipients from the St. Louis Empowerment Center, a consumer-run drop-in center, and Independence Center, a community-based peer support clubhouse. An assessment of the data needs of community-based peer support programs was also conducted with over 30 consumer-run organizations participating from across the United States.
